About
the coalition
The creation of the Education For All
National Coalition (CNEPT) followed one of the
recommendations of the Global Forum on Education
for All in Dakar in 2000. CNEPT gathers about
100 representatives of civil society organisations,
teachers’ unions and non-governmental organisations.
The mission of CNEPT is to contribute
to improving access, quality and equity of the
education system by developing vast advocacy,
lobbying and capacity building programmes. The
coalition participates in guaranteeing quality
education for all in collaboration with all partners
and actors in this sector.
Various committees are in place to manage
and deliver CNEPT’s contributions to the education
system:

Executive Committee: made of 21 members, it represents all
regions of Senegal. This committee is the steering
and decision-making body of CNEPT.
·
National Board: with 7 members, this committee acts as executive
arm of the decisions of the Executive Committee.
The members meet monthly.
In order to facilitate communication,
CNEPT also formed regional coalitions (CREPT).
CNEPT’s members, which comprise all organisations
actively involved in education, meet once every
3 year for the ordinary General Assembly. |

Major
achievements so far
Since its creation in 2003, CNEPT engages
civil society into strengthening its role and
its contribution to the design of policies, and
the formulation and monitoring of the National
action Plan for Education for All (PNEPT) towards
2015. To this end, several activities are undertaken:

Capacity building programmes for the members on education
policies, curricula, advocacy, the rights of the
child, integrated education, planning, project
management and ITC.
·
Drawing up of an “Exclusion map”, which helped the State
authorities to re-orientate and redistribute the
recruitment quotas based on the priority zones
identified (Saint Louis region, Fatick region,
Matam region and the suburbs of Dakar).
·
Participation in six annual global campaigns on Education
for All, from 2003 to 2008.
·
Participation in 2 national forums on Education in 2005
and 2006. These events represent an opportunity
for a constructive dialogue between the various
stakeholders.
·
Numerous advocacy actions on integrated education, effective
parity in primary and secondary education, and
maintaining girls at school. These advocacy campaigns
contributed to raise awareness on those who are
excluded from the education system in several
regions of Senegal. For instance, the Fatick region
experienced a significant rise in girls’ attendance
in primary school. |
